The EU’s largest health program in financial terms. It is structured into four strands of action and one cross-cutting strand:

• Strand 1: Crisis preparedness
• Strand 2: Health promotion and disease prevention
• Strand 3: Health systems and healthcare workforce
• Strand 4: Digital transformation
• Cross-cutting strand: Cancer

Beneficiaries vary according to the type of call procedure:

• Action Grant: Open to all types of legal entities (including public administrations, clusters, R&D organizations, universities, industry, end-users, and civil society representatives).
• Joint Action: Nominated Member State health authorities.
• Direct Grant: Nominated Member State health authorities.
• Public Procurement: Open to all types of legal entities (including public administrations, clusters, R&D organizations, universities, industry, end-users, and civil society actors).

Projects aimed at research, innovation, and policy-making activities aligned with the thematic strands.

Variable budget and co-financing rates, depending on the type of procedure:

• Action Grant: up to 60% of eligible costs, or up to 80% in cases of exceptional utility.
• Joint Action: up to 60% of eligible costs, or up to 80% in cases of exceptional utility.
• Direct Grant: up to 60% of eligible costs, or up to 80% in cases of exceptional utility.
• Public Procurement: indicative budget defined in the service contract.
