Value-Based Healthcare

The Value-Based Healthcare in Ophthalmology project assessed the impact of measuring care outcomes in cataract surgery and in the treatment of macular degenerative diseases in Portugal, with the objective of establishing an inter-hospital benchmarking framework for these healthcare services.

About

HCP fostered a public–private collaboration aimed at establishing a benchmarking system for cataract surgery and macular neovascularisation treatments, supporting the transition towards a patient-centred model of care delivery and the continuous improvement of treatment outcomes. The results achieved in cataract surgery confirmed the success of this approach, demonstrating gains in biometric accuracy and a reduction in complications, thereby reinforcing its transformative potential for the Portuguese National Health Service (SNS).

A High-Impact Project

Recognised by the World Economic Forum as a global reference model for Value-Based Healthcare, with international replication potential, the project was also selected as a case study by the Harvard T.H. Chan School of Public Health, highlighting best practices to be assessed across G20+ countries.

The project shared data with the EUREQUO registry, enabling outcome benchmarking and contributing to the global improvement of cataract surgery practices.

In addition, the project led to the publication of the white paper “The Future of Value-Based Healthcare in Portugal”, bringing together perspectives and experiences from key stakeholders to support the consolidation of this model in Portugal.

The Future of Value-Based Healthcare Led by HCP

Building on lessons learned from previous initiatives and insights from the national health ecosystem, the HCP is currently developing a study in 2026 for a potential roadmap to broaden the implementation of Value-Based Healthcare in Portugal, with publication scheduled for the end of the first half of the year.
