EDAH
The EDAH project (2022-2024) aims to foster the dialogue and development towards more inclusive, dynamic, (gender) diverse and interconnected innovation ecosystems in Europe to reach the European Health Data Space (EHDS). The HCP was responsible for developing the Joint Action Plan with an Action Framework oriented toward the EHDS implementation.
About
The Joint Action Plan, developed by Health Cluster Portugal as part of the EDAH project, includes a set of Actions (Action Framework) to be undertaken by Member States to prepare for the EHDS.
The actions are intended for all stakeholders within the health ecosystem, including public/political sector agents, science, industry, and society, with a 5-year implementation period (2024-2029).
The following five key domains form the foundation of the Action Framework:
- Governance and Strategy
- Regulatory and Legal
- Interoperability and Technical Requirements
- Literacy and Awareness
- National infrastructures for cross-border data exchange
The Joint Action Plan is structured into two parts:
- The first part presents a theoretical background for the EHDS and the process of identifying the five key dimensions. It explores the rationale and structure of the Action Framework, as well as a stepwise approach to its implementation.
- The second part presents the Action Framework, with Actions targeted at health clusters and innovation networks, as well as other players within the health ecosystem.
In addition to the Joint Action Plan, an evaluation model was developed to assess the readiness and maturity of each Member State for the EEDS.
The Consortium also had the following key objectives:
- Monitoring the Presidencies of the EU Council and publishing Policy Input Reports.
- Monitoring of important initiatives related to the EHDS.
- Developing Case Studies on seven EU ecosystems represented by clusters/networks from Bulgaria, Belgium, Czech Republic, Hungary, Portugal, Spain, and Sweden.
